Consultant Team
President / Senior Scientist
As President, John directs the firm’s environmental and regulatory compliance activities. As a Professional Wetland Scientist, he has extensive experience in designing freshwater and estuarine mitigation projects, wetland and riparian assessments, environmental regulations and public presentations.
Restoration Ecologist / Consultant
Dale manages environmental construction and restoration projects, conducts wetland riparian and stream surveys and creates wetland and stream restoration designs. He manages wildlife hazard management projects at airports, including evaluation of birdstrike risks and modification of habitat to reduce on-field prey species populations.
Botanist/Wetland Scientist
Fred is the PHS staff botanist and has extensive training and experience in plant ecology, wetland science and natural resource assessment. In addition, his skills include designing and monitoring wetland mitigation projects and surveying for rare, threatened and endangered plant species.
Wetland Scientist
Caroline conducts wetland delineations, determinations and monitoring. Her skills also include wildlife and herptile habitat surveys and environmental permit processing management.
Horticulturist/Geologist
Dale, PHS horticulturist and geologist, is a restoration specialist who provides technical support on wetland mitigation, constructed wetlands for wastewater treatment, erosion control and stream restoration projects.
Fishery Biologist
Gregg is a fisheries biologist with many years of experience in Northwest environmental fisheries issues. His expertise includes biological assessments for threatened and endangered species, permitting, monitoring and research, as well as salmonid habitat restoration and impact analysis.

Jennifer has a Masters in Plant Ecology. For three years she worked at the Department of State Lands as a wetlands specialist. For PHS, she manages wetland delineations and wetland permitting projects.

Michele conducts wetland delineations, permitting, and natural resource assessments.

Shawn conducts wetland delineations, wetland permitting and natural resource assessments.
Biologist
Courtney recently worked for the Oregon Department of State Lands. At PHS she conducts wetland delineations and wetland permitting. She is currently working on a Wetlands Manual for the Oregon Department of Transportation.

Tom recently worked for the Oregon Department of Energy. For PHS, Tom works on energy-related and complex permitting projects.
GIS Specialist
Tom builds all GIS projects and databases and coordinates all of our resource inventory mapping products.
Graphics Specialist
Solye prepares all report graphics and mapping products. She is an expert at AutoCAD.
Wildlife
biologist / Federal Master Bird Bander
Carole identifies, traps, bands and relocates raptors at airports as part of their wildlife hazard management programs. She conducts bird and wildlife surveys, and gives airport staff instruction in bird identification and behavior.
Office Manager / Technical Editor
Jane is a technical editor and provides permitting support for PHS. As technical editor she formats, edits and proofs a wide variety of environmental reports. A former employee of Oregon Division of State Lands, she brings valuable knowledge of Oregon’s removal/fill law and permitting process to PHS.
